We are seeking a Regional Laboratory Quality & Safety Officer who will support the Safety and Environmental Health functions for the Regional Consolidated Clinical and Anatomic departments at the Regional facility and is part of the laboratories Regional Quality team. Safety oversight is tasked at a Regional level requiring support and consultation for all Regional Laboratory sites including Rapid Response Labs and the Lab Referral Network. The Regional Laboratory Safety Officer is responsible for compliance with a wide variety of rules and regulations, primarily for the Regional Consolidated Operations to include CAP, the Joint Commission (JC) Environment of Care (EOC) Standards for Safety, Emergency Management, Hazardous Materials & Waste, DEQ, CMS, OR-OSHA and local/state health departments hazards. Identifies potential risks to personnel and facilities through evaluating hazards, prioritizing needs, organizing and coordinating activities required to meet the needs and to meet legal requirements. Evaluate needs for environmental protective measures. Has direct responsibility for management of Laboratory Safety Program, Hazardous Materials & Waste Program, and shared responsibility for Emergency Management. Provides facilitation of issue resolution and acts as the liaison with security and property management. The Safety Officer audits and evaluates Environment of Care data, including General Safety, Security, Emergency Preparedness, Hazardous Materials and Waste, Life Safety, Utility Systems and Medical Equipment. Prepares reports and recommends actions to maintain a safe and healthy working environment.
In this position you will have the following responsibilities:
Maintain Regional Consolidated laboratory operations regulatory readiness for all applicable Joint Commission readiness and compliance for Providence Regional Laboratories. Maintains annual documentation, review and sign off for chemical inventories, annual/bi-annual emergency exercises, and annual risk assessments. Tracking and follow up on documents submissions and quality.
Support Rapid Response and Satellite Labs regulatory readiness for all applicable Joint Commission readiness and compliance
Support the Lab Referral Network in a consultative capacity
Coordinate the activities of POP Regional Safety Committee as the Safety Committee chair; receives information from departmental safety meetings and reports this information to the Safety Committee. Ensures implementation of committee recommendations and monitors effectiveness.
Complete UOR / Variance investigations.
Participate with Quality to complete regional department audits.
Develop and conduct appropriate training and information programs to promote safe handling of chemicals.
Assist in the selection of engineering controls
Coordinate technical consultation with Regional Safety Manager and/or hospital safety managers and officers
Develop a mutual understanding of problems that are unique to the Clinical and Anatomic Pathology Departments
Provide technical guidance to personnel at all levels of responsibility.
Perform audits and inspections with Regional Laboratory Quality department.
Participate in CAP / Joint Commission surveys representing Laboratory Services.
Establishe and implement routine monitoring of key risk areas for each location to assure that all facilities are functioning in a safe manner. Works with the management of each business to establish the key risk areas, the monitoring and feedback mechanism for required
Participate with monthly Providence Oregon Emergency Management (POEM) committee.
Support ongoing HealthStream updates for safety and hazardous materials-subject matter as well as HealthStream maintenance documentation and course monitoring
Conduct annual inspections of all laboratory spaces and ensures that quarterly self-inspections are performed within the lab. Maintain records of inspections and corrections, as required, and ensures all corrective actions are completed and that annual EH&S audit findings are addressed, documented and forms returned to EH&S
Manage employee injuries and exposures to include following up with occurrences, looking at trends and making engineering or work practice control changes if necessary, and managing exposure monitors for those who use xylene or formaldehyde.
Identify hazardous conditions or operations in the lab, determines safe procedures and controls, and implements and enforces standard safety procedures
Ensure laboratory personnel under his/her supervision have access to and are familiar with the appropriate laboratory safety manuals (online Laboratory Safety Manual, Standard Operating Procedures, Biosafety, Radiation Safety) and controls; implements and enforces standard safety procedures
Required qualifications for this position include
Experience implementing processes, to include safety, industrial hygiene and environmental compliance functions in a complex environment.
Communicate and research safety protocols against regulatory agencies
Preferred qualifications for this position includes:
Bachelor's Degree in Science Discipline
Three (3) years progressive experience in safety program administration/management
Certified Project Management Professional (PMP)
Experience in managing some or all of the standards in College of American Pathologists (CAP).
Experience in management of waste streams generated by laboratory facilities.
