We are seeking a Administrator Core - Center for Outcomes Research and Education that will support the Director by providing administrative oversight for the Center for Outcomes Research and Education (CORE). The Administrator establishes and maintains the operational plan for CORE, and maintains accountability for budget management, contract administration, compliance, process improvement, and workplace policy development. The Administrator oversees the development of systems for recruitment, hiring, training, and developing CORE staff. The Administrator provides mentorship to key operational leaders to develop their skills in organizational management and health policy research. The Administrator supports the PHS population health mission by overseeing the development of implementation plans for CORE-PHS joint initiatives, and maintains strategic partnerships with other research and health care entities on behalf of Providence.
In this position you will have the following responsibilities:
Support the Director in managing a total budget of approximately $2 million per year, much of it raised by the Director and supporting scientists via competitive scientific grants
Oversee the development of forecasting tools and resources for tracking estimated staffing and supply needs
Provide overall operational leadership for department
Oversee the development of process improvement and quality assurance standards and initiatives
Oversee the development of workflows and systems to organize the work of the CORE team
Oversee the development of staff recruitment, hiring, onboarding, training, performance management, and development policies
Regulatory and Compliance Oversight:
Be accountable for the development of contract scope of work and budget
Be accountable for execution on all funded grants and contracts
Be accountable for departmental compliance with PHS policies, state and local policies, and regulations stipulated by funders
Support the Director in oversight of a department of approximately 30 FTE, with 3 direct reports and approximately 15 reporting one level below
Direct reports include key operational managers
Mentor key operational staff to improve their organizational management skills
Support the Director in development of scientific agenda and an aligned fundraising plan
Track fundraising plan and provides budgeting, grant writing, and account management support for all fundraising efforts
Establish CORE's overall operational agenda, participates in CORE's strategic planning process and is accountable for accomplishing associated operational goals and objectives
Support Providence's system strategic plan by acting as a partner to key PHS leaders at the regional and system level, connecting CORE's expertise and capacity to larger PHS transformation efforts and informing organizational strategy
Connect Providence to key external community partners in the areas of research, public health, and health care transformation
Required qualifications for this position includes:
Bachelor's Degree in Social Sciences, Humanities, Business, Finance, Communications, -OR- a related field
Five (5) years of Experience in administration, operations, project management, or communications
Five (5) years of Experience in a field related to health care, public policy, or social services
Strong and demonstrated track record of success with project management, team management, and/or process improvement
Strong and demonstrated track record of success in budget development and management, contracting, and regulatory compliance
